Kentucky's traditional horse racing betting is pari-mutuel; French for "betting among ourselves." All wagers on a race are pooled together. After the track takes its commission (called "takeout," typically 15-25% depending on bet type), the remaining pool is distributed proportionally to winning ticket holders.
This is why pari-mutuel odds change up until post time and final payouts are only known once betting closes. A horse listed at 5-1 on the morning line can pay anywhere from 3-1 to 12-1 depending on where the public's money goes.
House Bill 904; passed in April 2026 over Governor Beshear's veto; authorizes fixed-odds horse racing in Kentucky for the first time. Under fixed-odds betting, your price locks in when you place the bet, like betting on football or basketball at a sportsbook.
Fixed-odds rollout is expected in late 2026. Once live, Kentucky bettors will be able to wager on horse racing through licensed sportsbooks at fixed prices in addition to traditional pari-mutuel platforms.
